Serena Reynolds

Serena is a senior executive and national security strategist with nearly two decades of experience leading mission-critical programs at the intersection of cybersecurity, telecommunications policy, and critical infrastructure resilience.

With a career spanning senior roles across the Department of Homeland Security (DHS), including the Cybersecurity and Infrastructure Security Agency (CISA), she has consistently driven operational excellence, strategic foresight, and policy innovation to advance U.S. national security interests.

She currently serves as Founder of Constellate Consulting, a specialized advisory firm delivering high-impact counsel on cybersecurity, public safety communications, and information and communications technology. In this capacity, she advises federal leaders, private-sector partners, and global allies on emergent threats, risk mitigation strategies, and technology integration, with a particular focus on strengthening national resilience through actionable policy and interoperable communications frameworks.

Previously, she served as Vice President of Growth at OTHSolutions, where she led corporate strategy, market forecasting, and interagency engagement to expand national security offerings and drive sustainable growth. Her leadership catalyzed internal control modernization, scalable talent acquisition, and enterprise-wide cybersecurity alignment.

Over the course of her federal tenure, she held pivotal roles in advancing the National Emergency Communications Plan (NECP), operationalizing 5G and emerging technology strategies, standing up foresight-based initiative management at CISA’s National Risk Management Center (NRMC), and driving budgetary alignment across high-stakes programs through Congressional engagement and executive advocacy. She has directed multimillion-dollar portfolios, served as a key liaison to the White House National Security Council, and led cross-functional teams in the development of national and international cybersecurity policies.

A recognized leader in the emergency communications and risk management community, Ms. Reynolds has presented at global conferences, collaborated with domestic and foreign government partners, and led stakeholder coalitions spanning all levels of government, industry, and the first responder community.

She holds a Master of Science in Biodefense and a Bachelor’s degree in Integrative Studies with a focus on Health Sciences from George Mason University, and continues to champion integrated, forward-leaning solutions that safeguard critical infrastructure and empower public-sector missions in an evolving global threat landscape.
