Joe is a trusted advisor and seasoned operator with 25+ years of leadership across national security, emergency management, and public safety domains. A U.S. Naval Academy graduate and former Naval Intelligence Officer, he has led strategic initiatives at the federal, state, and local levels—serving as Pennsylvania’s Deputy Homeland Security Director and advising key programs within the Department of Homeland Security and CISA. Joe thrives in complex environments, building consensus among diverse stakeholders, launching new programs, and driving mission-critical outcomes. He’s also a co-founder of a public safety nonprofit, a frequent speaker on resilience and cybersecurity, and passionate about mentoring the next generation of leaders.

Joe graduated with merit, from the U.S. Naval Academy, with a Bachelor of Science Degree in Systems Engineering with a focus on Robotics and Computer Engineering. He resides in Charleston, SC with his wife and three kids.
